Health Care Access and Costs Related to Drug Use from Linked Survey and Administrative Health Data in Ontario

Dr. Ahmed Bayoumi, MD, MSc, FRCPC
Professor of Medicine and Health Policy, Management and Evaluation, University of Toronto

Dr. Ahmed Bayoumi is the inaugural Scientific Director of the Centre for Evidence and Health in All Policies. He is also a Scientist at the Centre for Urban Health Solutions at the Li Ka Shing Knowledge Institute and a general internist and HIV physician at St. Michael’s Hospital. He is a Professor in the Department of Medicine and in the Institute of Health Policy, Management and Evaluation at the University of Toronto, a Senior Adjunct Scientist at the Institute for Clinical Evaluative Sciences, and a member of the Canadian Drug Expert Committee. He has previously served as Director of Clinical Epidemiology and Health Care Research at the University of Toronto and as president of the international Society for Medical Decision Making.

His research interests include health services research, economic evaluation, decision analysis, and quality of life assessment, with a focus on marginalized populations including people who use drugs and people living with HIV. He also studies access to health services. His work has included cost-effectiveness and feasibility of supervised injection facilities, access to care for people who use drugs, cost-effectiveness analyses of screening strategies for HIV, and drug treatments for HIV and related conditions.


This is a free lecture and is open to the public. The lectures are geared towards researchers, clinicians, students and hospital staff.

During the Canada Post strike announced September 25, 2025, the following measures will be undertaken to minimize service disruption to BC-CfE clients and providers.

  • The BC-CfE Laboratory has transitioned to private courier for delivery of outgoing reports and documents. Results required urgently can be faxed upon request. (Lab Contact Information: Phone 604-806-8775; FAX 604-806-9463)
  • The BC-CfE Drug Treatment Program (DTP) will fax outgoing forms and documents to the provider’s office. (DTP Contact Information: Phone 604-806-8515; FAX 604-806-9044)
  • St. Paul’s Hospital Ambulatory Pharmacy has transitioned to private courier for delivery of medications. We recommend requesting medication at least 2 weeks in advance in case of delivery delays, particularly to rural/remote parts of BC. (Contact Information: Phone 1-800-547-3622; FAX 604-806-8675)

During the Canada Post strike, we recommend that documents be faxed or couriered to our sites, versus utilization of regular mail service

The BC-CfE Laboratory is streamlining reporting processes for certain tests in order to simplify distribution and record-keeping, and to ensure completeness of results. Beginning September 2, 2025, results for the ‘Resistance Analysis of HIV-1 Protease and Reverse Transcriptase’ (Protease-RT) and ‘HIV-1 Integrase Resistance Genotype’ tests will be combined into a single ‘HIV-1 Resistance Genotype Report’.
