SALARY: Commensurate with qualifications and experience.
Minimum: $74,618.00
Maximum: $102,600.30

LOCATION:  BC Centre for Excellence in HIV/AIDS (BC-CfE), Vancouver, BC

JOB:  The Privacy Officer leads the maintenance, updating and evaluation of a comprehensive Privacy program within the BC Centre for Excellence in HIV/AIDS. Responsible for the development of contracts, privacy impact assessments, privacy management and accountability documentation, and the privacy education program. With the support of the Privacy and Policy Coordinator, responds to incidents and provides training. Provides legislative interpretation and program and project advice to staff. Maintains current in the field of privacy – monitoring the trends and landscape of the field.

ORGANIZATION:  The BC-CfE is a world-renowned HIV/AIDS Centre with innovative, low barrier approach to healthcare delivery in clinical practice and an integrated group of research concentrations in Laboratory Sciences, Clinical Trials, Population Health and Epidemiology, Health Economics and Professional Education Programs. A multidisciplinary team of clinicians including Physicians, Nurses, Social Workers and Peers and researchers including Health Economists, Epidemiologists, Clinical Researchers, Statisticians, Programmers, and Data Analysts work collaboratively to improve the health of British Columbians with HIV and communities facing socio-economic barriers in accessing healthcare.

JOB DUTIES & RESPONSIBILITIES:

  • Identifies, implements, and maintains information privacy policies and procedures in coordination with organization management and administration, and legal counsel;
  • Works with senior management to maintain an organization-wide Privacy Team;
  • Serves in a leadership role for the Privacy Team’s activities;
  • Serves as information privacy consultant to the BC-CfE for all departments and appropriate entities;
  • Conducts Privacy Impact Assessments, Security Threat Risk Assessments and other vulnerability-related assessments where appropriate;
  • Assists in the procurement, engagement, management and reporting of privacy and security reviews including scope and project design, oversight and remediation;
  • Oversees, directs, delivers, or ensures delivery of initial and privacy training and orientation to all employees, medical and professional staff, contractors, and other appropriate third parties;
  • With the guidance and advice of legal counsel, ensuring compliance related to privacy, security and confidentiality;
  • Maintaining the process for receiving, documenting, tracking, investigating, and taking action on all complaints concerning the BC-CfE’s privacy policies and procedures;
  • Ensures compliance with privacy practices and consistent application of sanctions for failure to comply with privacy policies for all individuals in the organization’s workforce, extended workforce, and for all business associates, in collaboration with Human Resources, administration, and legal counsel as applicable;
  • Initiates, facilitates and promotes activities to foster information privacy awareness within the organization and related entities;
  • Maintains current knowledge of federal and provincial privacy legislation and regulations;
  • Working with senior management and legal counsel, conducting investigations of suspected breaches of contract, policy and/or legislation by BC-CfE staff as appropriate and approved;
  • Working with senior management and legal counsel, managing information access requests and responses for the BC-CfE
  • Manages the BC-CfE’s Incident Response Management program;
  • Supervises the Privacy and Policy Coordinator; and
  • Manages Freedom of Information requests and responses for the BC-CfE.

JOB QUALIFICATIONS:
Education and Experience:
Bachelor’s Degree in health administration, law or related discipline (e.g., social work, health research, information science etc.) and a minimum 5 years recent related experience, or an equivalent combination of education, training and experience. Completion of an Information Access and/or Privacy Professional Certificate Program (i.e., CIPP/C, CIPT, CIPM, or CAPPA.) is beneficial.
Skills and Abilities:

  • Effective manager and communicator who is proactive and solution oriented.
  • Collaborative leader with demonstrated knowledge in the area of information privacy and information access concepts, tools, and methods.
  • Healthcare/research experience highly regarded.
  • Analytical skills to research, analyze and interpret data and information from a variety of disparate sources, with attention to detail.
  • Demonstrated ability to adapt and work effectively in a changing environment.
  • Demonstrated ability to prioritize workload in order to meet deadlines.
  • Experience and working knowledge of BC’s Freedom of Information and Protection of Privacy Act, relevant OIPC orders, cases, privacy trends and issues.
  • Proficient in using Microsoft Office and Adobe applications and databases.
